Photo quality Poor Action 5 Pro

Osmo Action 5 Pro. Indoor still photos are not sharp or clear even though lighting is ok. My settings are 4K RS L (16.9) Standard (Dewarp) Exposure Auto, Format JPEG WB AWB .
Video appears sharp and works well.
any suggestions appreciated.
